PLANNING BOARD
Regular Meeting
October 19, 2011
The meeting opened at 7:30 PM.  Present were: Chairman Rick McCowan, Mark Canfield, Tom Daly, Jerry Gannelli, and John Mirick.

Request to Modify OSRD Requirements
Jerry would like to modify the Rules and Regulations to require professional engineering review on an OSRD development.  Jerry mentioned he is not looking to change anything with the current OSRD development proposed by Jo-Anne Crystoff.  Rick said the current bylaw calls for an OSRD development when five or more lots are involved. After issuance of a Special Permit, the next step is a Site Plan Review or a Subdivision plan depending upon whether it is a common drive or subdivision road.  Jerry is concerned that potential issues resulting from drainage problems could affect existing homeowners.  Rick mentioned drainage requirements are in place for any building lot, including ANR lots. There are also legal requirements that must be adhered to.
The board agreed to discuss as a future agenda item and review the Common Driveway Bylaw. The Building Inspector will be invited.

Site Plan Review Sterling & Houghton Rd
Jo-Anne Crystoff presented a Site Plan Review application and documents as required in the Special Permit conditions.
The Homeowner Association documents establishing The Princeton Prospect Association were reviewed by the board.  It was determined the conditions required by the Special Permit were met.  John moved to accept the Homeowner Declaration of Trust Establishing the Princeton Prospect Association. Tom seconded. All in favor (5-0).
The board reviewed the planting and swale maintenance plan.  Rick suggests planting not be overly symmetrical.
John moved to accept the planting and swale maintenance plan. Jerry seconded. All in favor (5-0).
Jerry moved to approve marking lot boundary lines using a standard metal rod. John seconded. All in favor (5-0).
Mark moved to approve the OSRD development Site Plan as presented. John seconded. All in favor (5-0). The board signed the plans. The board will sign the Site Plan Review Decision at their November 2 meeting.  

Review CMRPC Proposal/Contract – Worcester Road Village District
CMRPC will be asked to remove the “overlay” wording from the title and body.
After reviewing the details, Tom moved to accept the contract and scope of work. John seconded. All in favor (5-0).
Jerry signed a letter requesting the use of 17 LPA hours.
A CMRPC representative will be invited to the November 2 meeting.


E. Princeton Village Overlay District Questionnaire
Questionnaires were mailed to area residents last week. A meeting date will be scheduled on November 2.

Other Business
The board signed the Special Permit decision for Steven & Francis Knapp.

Stormwater Management – Jerry would like to explore a bylaw and requests permission from the board to discuss low impact stormwater management with the Highway Department Superintendent and the ability to clean and maintain  various drainage options.
Mark moved to allow Jerry to represent the Planning Board for discussion with the Highway Department Superintendent on low impact stormwater management. Tom seconded.  All in favor (5-0).

Meeting Minutes
September 28, 2011 Regular Meeting – Mark moved to accept the minutes. Tom seconded. All in favor (5-0).
October 5, 2011 Regular Meeting – Tom moved to accept the minutes as amended. Jerry seconded. Mark abstained. (4-0)
October 5, 2011 Public Hearing– Tom moved to accept the minutes. Jerry seconded. Mark abstained. (4-0)

The board reviewed the mail.

The meeting was adjourned at 9:14 PM.  All were in favor.
